The obligation behind it

In Spain, maintenance of fire-protection equipment is governed by the Fire Protection Installations Regulation (Real Decreto 513/2017) and must be carried out by an authorised maintenance company. For portable extinguishers, the usual scheme is:

a quarterly check (accessibility, apparent condition, seals), which the owner or designated staff can do;
an annual inspection by the maintenance company, with its certificate;
a pressure test every five years (retimbrado), and retirement of the unit 20 years after its manufacture date.
